Bojidar Ivanov Yotov was borne in 1956, 18 august in Ruse.
Elementary school – “Toma Kardzhiev ”.
High School – Technical school – Ruse.
University Degree – University of Ruse “Angel Kanchev” – Machine Engineer.
Military education – Officer’s School “Hristo Botev” – Pleven, Rang - First lieutenant

Responsibilities of the City Mayor

A Mayor of a municipality shall perform his/her functions as arranged under the Local Government and Local Administration Act, namely as provided under Art. 41 par. 1 thereof. He/she shall:

1. Administer all the executive activities of the municipality.
2. Direct and coordinate the operation of the specialised executive bodies.
3. Appoint and discharge junior and senior municipal officers except for those under Art. 46 par. 1 sub-par. 4 of the Local Government and Local Administration Act, and inflict disciplinary penalties as provided under the law.
4. Be responsible for the public order whereby he/she shall issue written orders that shall be binding for the respective police unit.
5. Organise the implementation of the municipal budget.
6. Organise the implementation of long-term programs.
7. Organise the implementation of the City Council resolutions and report to it thereupon.
8. Organise the implementation of any tasks arising under laws or acts of the President of the Republic or the Council of Ministers;
9. Delegate the implementation of certain functions of his/hers to municipal mayors under Art. 46 par. 1 of the Local Government and Local Administration Act, coordinate and supervise the expedience and conformity to the law of mayors’ orders and performance at effecting their authorities;
10. Keep contact with political parties, public organisations and other local government bodies in the country and in foreign countries;
11. Organise and perform the functions related to civil defence;
12. Sign master and development plans, organise their implementation, sanction amendments thereto;
13. Perform the functions of a civil records official and those of a guardianship and trusteeship body. He/she may delegate such functions in writing to mayors of municipalities where civil records are kept, or to other municipal officials.
14. Provide coordination and technical services to the City Council;
15. Effect his/her authorities related to acquisition, management and disposal of municipal property outside the municipal corporations’ capital as arranged under the Municipal Property Act;
16. Designate civil servants’ positions and the allocation thereof to groups and ranks under the National Classifier of Administration Positions adopted by the Council of Ministers under Art. 2 par. 2 of the Civil Servants Act.
17. Award titles to civil servants under Art. 73 par. 4 of the Civil Servants Act notwithstanding the position occupied.
18. Level new positions to those existing in the National Classifier of Administration Positions under an Order adopted by the Civil Service Minister and the Minister of Finance under Art. 2 par. 5 of the Civil Servants Act.
19. Sanction the structure of positions and the job descriptions of municipal administration civil servants under Art. 2 par. 4 of the Civil Servants Act, and the job descriptions of officers on employment contract basis likewise.
20. Represent the Municipality of Ruse before natural and legal persons and before judicial institutions.

The Mayor of a municipality shall issue orders so as to give effect to his/her authorities.
In cases as provided under the law, the Mayor of a municipality shall perform functions as assigned to him/her by national government bodies.
